Create performance review cycle

POST/hr/performance

Creates a new performance review cycle with a name and date range. Employees and managers can then submit self-assessments and manager reviews within the cycle window.

name	string	Yes	Label for the cycle (e.g. "Q2 2026 Review").
start_date	string (date)	Yes	First day of the review window.
end_date	string (date)	Yes	Last day of the review window.
